Abstract

This article talks about the new technologies in information and communication as a second type of communication and analyses the possi - bility of the Long Distance Learning through the digital television in Brazil. This paper, under the influence of the political economy of communication and the critical cultural studies, also shows the changes that have been happening in the world since the 90s of the twentieth century.
