El gobierno electrónico en América Latina desde una perspectiva crítica

El artículo se basa en el estudio de la situación del gobierno electrónico (GE) en Venezuela en los últimos diez años (Páez, Iribarren y Neüman 2003; Páez y Castañeda 2007; Montilla y Páez 2007 y 2010; Páez 2010 y 2011), para proponer lineamientos teóricos que podrían contribuir a generar una discusión orientada al desarrollo de teorías latinoamericanistas sobre el fenómeno del gobierno electrónico, así como a reorientar la política pública en esa materia.
