Abstract

Government in information techonologies-IT was developed to help organizations make better and more efficient use of IT, supporting them to achieve their strategic objectives with the participation and full commitment of senior management. The premise of this investigation is that this approach can and should be applied in university institutions; accordingly, an analysis was carried out about the state of the art of this concept and the main reference frameworks and standards to be applied available on the market. As a result of this analysis, an IT Governance model (GTIUP) is proposed, applicable to Peruvian universities as well as two supporting tools for its implementation.

    Ingeniero Electrónico por la Universidad Nacional de Ingeniería (UNI) de Lima, Perú, magister en Administración de Empresas por la Universidad ESAN de Lima, Perú. COBIT 5 Accredited Trainer by APMG-International. Cuenta con las certificaciones CISM (Certified Information Security Manager), CRISC (Certified in Risk and Information Systems Control) y CGEIT (Certified in the Governance of Enterprise IT) de ISACA, ITIL Foundation y CCAI (Cisco Certified Academy Instructor) de CISCO. Instructor en cursos de COBIT 5, a nivel local e internacional. Expositor
    de ISACA, capítulo de Lima, en el curso de preparación para optar por la certificación CISM. Cuenta con más de veinticinco años de experiencia en empresas del sector telecomunicaciones y banca. Ha sido gerente de sistemas de Telefónica del Perú (1994-1999) y gerente de informática de Entel Perú S.A (1991-1994); asesor del Banco Central de Reserva del Perú en temas de tecnologías de la información. Es miembro del cuerpo colegiado de Osiptel. Es consultor en temas de gobierno, seguridad y riesgos de TI, investigador y profesor asociado del área de Infraestructura de TI de la carrera de Ingeniería de Sistemas de la Universidad de Lima y profesor de posgrado de ESAN.
