Public management in two national universities of Arequipa and Cajamarca (2002–2022)

Based on the analysis and systematization of 85 undergraduate and graduate theses collected from the Universidad Nacional San Agustín de Arequipa (UNSA, with 53) and the Universidad Nacional de Cajamarca (UNC, with 32), this article surveys the progress in Public Management in public higher education at the level of subnational government management, specifically those related to the study of the functioning of the municipalities of Arequipa and Cajamarca. To this end, the preamble of the evolution of Public Management as a professional career and in the academic field in the period 2001-2022 is made, to subsequently describe, analyze and discuss the main themes and lines of research that arise from these theses. in the context of the “third wave of structural reforms”, which emphasize the reform of the civil service in the region at the subnational level and the improvement of the services that municipalities provide to their citizens as vital elements for national development. We have selected these two universities because they are the oldest and most representative public universities in each of these regions.
