The need for effective democracy and an efficient state

In the social construction process of democracy, humans have attempted to establish a set of rules (institutions) that help preserve our existence as a collective. This process constitutes continuous learning, allowing us to identify the set of norms that generate appropriate incentives to achieve a self-governance architecture with positive outcomes for social cohesion and well-being. In this essay, we emphasize the importance of establishing appropriate electoral legislation that promotes the formation of effective governments (results) and turns democracy into a robust political platform. This approach is particularly relevant in the Peruvian context, where a deep understanding and interpretation of the complex social, political, and economic processes of the 21st century, such as economic growth, the institutionalization of political parties, the development of a democratic culture, and a high-level bureaucracy, are required.
