Efectos del tope de tasas de interés en el crédito formal peruano: evidencia de diferencias en diferencias con datos de la SBS (2016-2022) y la ENAHO (2018-2022)

Resumen

Objetivo: evaluar los efectos de la Ley 31143, que estableció topes a las tasas de interés activas en el sistema financiero peruano, sobre el crédito formal, considerando la oferta de crédito y, complementariamente, el acceso de los hogares al crédito de vivienda formal. Metodología: se aplicó un diseño de diferencias en diferencias con datos administrativos de la Superintendencia de Banca, Seguros y AFP, correspondientes al periodo 2016-2022 y depurados del efecto de Reactiva Perú, y microdatos de la Encuesta Nacional de Hogares del 2018, 2019 y 2022. Resultados: no se encontraron efectos estadísticamente significativos sobre el número de deudores ni el saldo promedio otorgado, resultados consistentes ante distintas especificaciones. Tampoco se halló evidencia robusta de exclusión del crédito formal; sin embargo, el rechazo del supuesto de tendencias paralelas limita la interpretación causal. Los intervalos de confianza descartan una contracción del saldo promedio por deudor superior a 15,6 %, aunque no acotan informativamente el saldo agregado. Además, el tope resultó vinculante para solo el 2,9 % del saldo regulado, lo que contribuye a explicar los resultados nulos. Originalidad/valor: el estudio distingue entre la exclusión de prestatarios (margen extensivo) y la reducción del monto promedio otorgado (margen intensivo), e integra datos administrativos y microdatos de hogares para analizar la oferta y la demanda. Implicancias prácticas: los resultados sugieren evaluar la regulación mediante múltiples indicadores y fuentes de información, considerando las limitaciones de identificación señaladas. Implicancias sociales: el estudio aporta evidencia al debate sobre los topes de tasas de interés, la inclusión financiera y el acceso de los hogares al crédito formal, útil para la formulación de políticas públicas.
