Challenges and international responses in refugee protection

This article examines the international legal framework for refugee protection, with a focus on the 1951 Convention and its 1967 Protocol, as well as on how States implement their obligations. It describes the tensions between the formal recognition of rights and State practice, which is characterized by restrictive admission systems, deterrent policies, and the absence of binding mechanisms for the distribution of responsibilities. The article points out the structural limitations of global refugee policies and highlights the need for stronger commitments to international solidarity and durable solutions to ensure the effective protection of refugees.
